Does it promote or is the firm relying of referral and word of mouth? Is there a salesperson(s)? How do they spend their time? Are the performance measurements for sales? How are they paid?
All these issues contribute to sales success or the lack of it. Having an outside unbiased perspective can make a huge difference in identifying what is really going on and putting a plan in place to improve the sales situation, whatever the current state may be.
